The previous council administration signed a Head of Terms granting BAR a 25 year lease at a peppercorn rent. It fell to me to agree the lease itself, but with my hands already tied, there was a limited on what could be achieved. An extended lease period of up to 50 years and a rent payment of £110,000 from year 10 is a good deal given the weakness of the negotiating position. The agreed lease also resolves in the council’s favour a dispute about the siting of solar panels in the car park.
