The question of who will run the council will be settled next Tuesday when the council leader will be determined. No party has a majority following last week's elections, but statements from both the Labour and UKIP groups suggest the most likely outcome is a Conservative leader who would then appoint a Conservative minority administration.  

It remains unclear how constrained such an administration would be given that it would only command 12 of the 42 votes on Full Council decisions. While most day-to-day matters are delegated to the Cabinet, passing a budget would be very difficult - particularly as it will have to include some £12m of cuts - and the other parties would be able to pass a no confidence vote if they wanted to. It will be interesting times.
